The Congress discussed the activities of the Association and general situation in psychiatry including practical work, system of education, organization of professional communities, relations with authorities and so on. In spite of numerous obstacles the Association has survived without changing its tasks and name, persistently upholding three priorities of its activities which serve as a guarantee of preventing using psychiatry for non-medical purposes: - in the first, as a matter of fact, professional priority, defending everywhere to be lost clinical positions, clearing up basic in psychiatry phenomenological method, continuing monthly open discussions of clinical cases, renewing conceptual base of psychiatry which is under attack by antipsychiatric movement and, calling by its own name, presented with trumpets so called the reform of psychiatry which will cause to its destruction; - secondly, the legal priority, where we managed to achieve the revolutionary breakthrough in the sphere of rights of legally incapable persons, as well as to actively participate in law making activities and to continue free legal consultations on all questions connected with observation of rights of citizens in psychiatry; - in the third priority - struggle for professional autonomy, against putting psychiatry under total state control, - we, in face of increasing movement backwards, made up for forced passive position of the RSP by all means in our disposal. It is in particular the struggle for realization of non-departmental state and public control over condition of residents of closed mental facilities, it is the control by human rights Ombudsmen over psychoneurological hospitals, out-patient centers and boarding schools of Moscow and Moscow region and various regions of the country (Chelyabinsk, Krasnoyarsk, Perm and so on). The association by its activities made up absence of competitive forensic psychiatric evaluation and demonstrated in the Journal mistakes of state expert activities in typical routine and resonance cases, in part, «Russian Breivik» and figurant of Bolotnaya Ploschad Mikhail Kosenko - the case which became political entirely through the fault of authorities. The activities of the Public reception room which is consulting citizens on all questions, connected with rendering psychiatric care and the Forum which for more than three years is led by lawyer Julyermo Maricotto have been continued. Due to social political situation for the last two years the Association was working without grants at all and, consequently, was forced to reduce its activities to minimum. As a result there were no financial means to invite members of the IPA to the Congress from all regions and it was decided to conduct election in electronic regime. The problem part of the Congress, in stormy discussion, was devoted to data-based medicine in psychiatry, inadmissibility of ignoring specifies of psychiatry, mechanical transfer on it experience of somatic medicine, to attacks on clinical method, to understanding of correlation of categorical and dimensional approaches, to criticism of ICD-10 and 11, to necessity of renewing methodology of verification of new medicine drugs in relation to new scientific paradigm. The discussion was crowned by consensus of primary polar positions. This problematics, fundamental for establishing psychiatry as the independent subject, has unified the efforts of the IPA of Russia and the RSP which was testified by holding the IPA Congress in the Moscow Research Institute of Psychiatry.

In the review relationship between psychopathological symptomatics and inter-hemisphere brain asymmetry is considered at various neuropsychiatric disorders and syndromes. In this context inter-hemisphere brain asymmetry acts as, some kind of, necessary condition for occurring psychopathological symptomatics. It is emphasized that at the base of one psychopathological syndrome violations in various hemispheres can lie, but meanwhile, it is necessary to take into consideration also some characteristics of premorbid structure of personality, interacting with various neurobiological parameters.

О некоторых причинах гипердиагностики детского аутизма
About some causes of childhood autism overdiagnosis

В связи с ростом диагностики детского аутизма рассматриваются возможные его истоки, анализируется качество диагностических критериев детского аутизма и причины, лежащие в основе расстройств общения при разных его формах. Оцениваются последствия включения в номенклатуру болезней понятий: аутистический спектр, атипичный аутизм, аутистикоподобие и внедрения в диагностическую практику количественно измеряемых показателей. Уделяется внимание способствующим диагностическому буму немедицинским факторам.
Following the increase of childhood autism diagnosis, its possible sources are examined. The quality of childhood autism diagnostic criteria as well as the causes that are in the core of communication disorders in its different forms are analyzed. The consequences of inclusion in the diseases nomenclature of notions like autism spectrum, atypical autism, autism affinity as well as adoption in the diagnostic practice of the quantifiable values are evaluated. The attention is paid to non-medical factors contributing to the diagnostic boom.

Рассматриваются нормы закона, направленные на обеспечение права пациента лично участвовать в судебном заседании по рассмотрению вопроса о его недобровольной госпитализации. Обращается внимание на пробельность законодательства. Анализируются наиболее типичные ошибки в правоприменительной практике, свидетельствующей о массовом характере нарушений процессуальных прав граждан со стороны психиатрических учреждений и суда.
Under study are norms of the Law directed at security the right of patient to take part in person in court during considering his involuntary hospitalization. Attention is paid to short backs in legislation. The most typical mistakes in the law-enforcement practice testifying to mass nature of violations of procedural laws of citizens by mental health facilities and court are analyzed.
